Dr Arabinda Mishra is a trained economist with over 30 years of professional experience in inter-disciplinary research, capacity building, and policy engagement in areas of sustainable development, livelihoods, adaptation to climate change impacts, and community resilience building. He has served in leadership roles across multiple institutions of repute such as the International Centre for Integrated Mountain Development (ICIMOD) at Kathmandu, Nepal, The Energy and Resources Institute (TERI) and TERI University, both at New Delhi, and the Centre for Multi-disciplinary Development Research (CMDR) in Karnataka, India. From May 2015 toMay2022 he was serving at ICIMOD in Nepal as the Livelihoods Theme Leader, and leading research and implementation of multi-country projects on adaptation solutions for mountain people. In 2019 ICIMOD produced the first ever comprehensive scientific assessment of the Hindu Kush Himalaya (HKH) region focusing on the social, economic, and environmental pillars of sustainable mountain development – Dr Mishra is a co-editor of this important publication (https://lib.icimod.org/record/34383) and also the Coordinating Lead Author of the chapter on adaptation to climate change in the HKH.

Before joining ICIMOD in June 2015, he was Dean of the Faculty of Policy and Planning, TERI University (2005-2015) and had the concurrent responsibility of Director, Earth Science and Climate Change Division in The Energy and Resources Institute (TERI) during 2008–2013 at New Delhi, India. Dr Mishra was leading TERI’s engagement with the Government of India as well as a number of State governments in the preparation of the country’s National Action Plan on Climate Change and State action plans on climate change during the period 2008 to 2015 for Maharashtra, Guajarat, and Assam.

Prior to joining TERI University, he was a Fellow at the Centre for Multi-disciplinary Development Research (CMDR) in Karnataka, India - an institution affiliated to the Indian Council of Social Science Research (ICSSR) – from 2001 to 2005. From 1991 to 2001, Dr Mishra was in the Odisha Education Service and served in different government college as Lecturer in Economics.

Presently he is part-time affiliated to the World Resources Institute - India as a Senior Fellow and is a senior consultant on climate change to the Asian Development Bank, Manila.As the lead consultant to the Asian Development Bank (ADB), Dr Mishra led the team that developed a roadmap for regional cooperation among the SAARC Member Countries in South Asia. He is also providing consultancy services to the Council of Energy, Environment and Water (CEEW), New Delhi and the Population Council of India.

Dr Arabinda is a Fellow of SANDEE (South Asia Network of Development and Environmental Economists) and was in the Steering Committee of the Asia Pacific Adaptation Network (APAN) during 2012-13. He was also an Executive Committee Member of the Indian Society for Ecological Economics (INSEE) in 2010. He was Member, Working Group on Management of Natural Resources and Rainfed Farming, and Chairperson of Sub-Group V on Climate Change Mainstreaming, 12th Five Year Plan (2012-17), set up by the Planning Commission, Govt of India, 2011. Most recently he has been invited as a Review Editor by the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) for its special report on Transformative Change Assessment
